Those 4 little holes, aren't they for a special key? If not, did you try to unscrew the screw in the middle? I highly doubt it was heated up before being fitted on & that's it because the spinning would cause it to warm up and it would need to be held in place.

Use a alenkey
you need an extractor .
and you need to heat the pulley.
slowly as you apply more torque to the extractor keep the heat to the pulley not more than 60-70 cel;cius.
the crankshaft is conical at its end .
tighten the extractor heat the pulley and slightly tap the pulley .
dont over hit the pulley cause youll damage the crankshft
